BLE
PAL PROGRAM
TACTICS:
The
purpose of the PAL program is to identify those managers that compared
to their peers demonstrates more difficulty accomplishing job requirements
relating to the employees and the work environment employees are expected
to work in and around.
The
program is designed to give those managers the special attention necessary
to become professional caring managers using acceptable people skills in
their management techniques.
The
BLE PAL program should be a POSITIVE experience for employees, union officers,
and managers.
The
following criteria should be used collectively when choosing managers for
the program:

Ability to fix unsafe conditions
that can cause personal injuries.

Complaints from employees.
-
Problems relating to the employees.
-
Management skills. (intimidation
and harassment of employees)

People skills.
Each BLE
Division will select a manager and provide the Local Committee of Adjustment
the name for tracking purposes. The program will operate as follows:

The Local Chairman will set
up an initial meeting with the manager and discuss the purpose of the program,
complaints from employees, previous management performance, and expected
performance in the future. A letter will be sent to the managers immediate
supervisor to document the problems leading up to the manager being selected
as a BLE “PAL”.

A Division officer will meet
with the manager every two weeks to discuss progress.

The Division officer will
provide to the membership, either in writing or orally, an up date as to
the progress, if any, of the manager at the monthly union meeting.

At the
conclusions of the 3-month program, a final evaluation meeting will be
held with the manager. The Division will make a recommendation as to whether
or not the complete file will be sent to the General Chairman for further
handling or the Division can continue with the current manager or choose
another manager for the program.
Each
Division, when circumstances dictates, will always have a manager in the
program.
